A paper plate unit cuts laminated or duplex paper into rounds and presses them into plates and donas (bowls) with heated dies on a hydraulic machine. The work is simple, the machines run on single-phase power and fit in a room, so many families start at home. Plates are used at weddings, temple events, street-food stalls and caterers, so demand is wide and has grown as thin plastic and thermocol items were restricted. Each plate earns paise, not rupees, so income depends on output, low wastage and buyers who lift stock regularly. The hard parts are heavy local competition, raw-paper price changes, and slow sales outside the wedding and festival seasons.

Skills needed: No formal qualification. The machine is learnt in a day or two. You need to source paper well and find wholesalers and caterers.

Loan route

Mudra loan (Kishore)

Own money ₹46,906 · Loan ₹4.22 lakh · EMI ≈ ₹9,843

No collateral, no subsidy.

How Mudra works

PMEGP (new units)

Subsidy ₹70,359 (general, urban) to ₹1.64 lakh (special category, rural). EMI ≈ ₹8,203–₹6,562.

Own money 5–10%. Subsidy is held as a 3-year deposit, then adjusted against the loan.

How PMEGP works

Assumes 10.5% interest, 5 years including a 6-month moratorium. PMEGP was approved up to FY 2025-26. Check on the KVIC PMEGP portal that applications are open before you plan around the subsidy.

No collateral and no third-party guarantee (covered by the Credit Guarantee Fund for Micro Units).

Who buys and how to sell

Buyers

  • Disposable-goods wholesalers
  • Caterers and tent houses
  • Street-food and chaat stalls
  • Kirana and general stores
  • Temples, mandals and event organisers

Ways to sell

  • Bulk supply to wholesalers
  • Direct orders from caterers
  • Shop-to-shop sales in nearby villages and weekly markets

Season: Strongly seasonal. Peaks in the wedding season and around festivals; slow in the monsoon.

Competition: Low entry cost means many small units, so prices are tight. Reliable quality, correct counts and timely supply keep wholesalers.

Risks and how to handle them

Too many local units push prices below cost

Check how many units already supply your area, and add sizes or heavier buffet plates others do not make.

Paper prices rise quickly

Buy from two suppliers, hold only two to three weeks of stock, and quote prices valid for a short period.

A ban or restriction on plastic-laminated plates in your state

Track State Pollution Control Board notices and keep the option of plain or compostable-coated paper.

Machine-seller buy-back promises that do not hold

Do not rely on buy-back agreements; line up your own two or three buyers before buying machines.

Tips from the trade

  • Visit a running unit before buying; actual output is usually well below the brochure figure.
  • Caterers pay better than wholesalers but want supply on exact dates.
  • Keep stock for the wedding season ready a month early.

Questions people ask

Is a fully automatic machine worth it for a beginner?+

Usually not at the start. Hand-fed hydraulic machines cost much less and let you learn the market. Move to a roll-fed automatic machine when you have steady bulk orders.

Are paper plates affected by the single-use plastic ban?+

Paper plates themselves are not banned, but rules on plastic-coated or laminated disposables differ by state and have changed over time. Check your State Pollution Control Board before choosing your paper.

How much investment is needed to start a paper plate and dona making business?+

About ₹4.69 lakh for a small unit: ₹2.44 lakh for machinery and equipment, ₹15,000 for set-up costs and ₹2.1 lakh as working capital (stock, credit to buyers and one month of expenses). Prices as of October 2026.

How much profit can a paper plate and dona making business make per month?+

At 55% of capacity, sales are about ₹2.39 lakh a month and operating profit about ₹26,975 before the loan instalment. After an EMI of about ₹9,843, the owner keeps about ₹17,132 a month until the loan is repaid. These are estimates; your prices, rent and sales decide the real figure.

Which machines are needed for paper plate and dona making?+

Double-die hydraulic paper plate machine (₹60,000–₹1.1 lakh); Dona making machine (₹41,300–₹50,000).

Can I get a Mudra loan or PMEGP subsidy for paper plate and dona making?+

With a project cost of about ₹4.69 lakh, the bank loan of about ₹4.22 lakh falls under Mudra Kishore. Mudra has no subsidy. As a new unit you may instead apply under PMEGP, where the subsidy is 15–35% of the project cost (up to about ₹1.64 lakh here for a special-category applicant in a rural area). PMEGP was approved up to FY 2025-26. Check on the KVIC PMEGP portal that applications are open before you plan around the subsidy.
