A cyber cafe and CSC centre helps people who cannot easily do things online themselves: government certificates and scheme applications, PAN and other ID services through authorised channels, bill payments, cash withdrawal through Aadhaar-enabled banking, insurance, exam and job forms, travel tickets, printing and scanning. As a Common Service Centre, the owner (called a VLE) earns a small commission on each transaction, plus service charges for form filling and printing. It needs two or three computers, a printer, biometric devices, internet and a small shop or room, mainly in a village or small town. It suits a patient, trustworthy local person. Income per transaction is small, so earnings are modest and depend on daily footfall. The hard parts are low commissions, server downtime, cash handling and changing portal rules.
Skills needed: Computer and internet skills, careful data entry, knowledge of government schemes and patience with customers. Class 10 pass is the stated minimum for CSC registration.

Who buys and how to sell
Buyers
- Villagers and townspeople needing certificates and scheme applications
- Students applying for exams, scholarships and jobs
- Pensioners and account holders withdrawing cash
- Farmers (crop insurance, scheme registrations)
- Small shopkeepers (bill payments, registrations)
Ways to sell
- A visible centre near a bank, school or government office
- Word of mouth
- Camps in nearby villages for scheme enrolments
- WhatsApp status for form deadlines
Season: Rushes at admission, scholarship, exam-form and scheme deadlines; quiet in between.
Competition: Other CSCs and cyber cafes, and people doing more themselves on phones. Accuracy, honesty about charges and following up applications bring people back.
Risks and how to handle them
Income too low for the hours worked
Offer many services, add printing, photos and stationery, and combine with another small business in the same shop.
Cash shortage or fraud in banking transactions
Follow the process for every transaction, give receipts, keep the float limited and tally daily.
ID suspended for rule violations or inactivity
Charge only approved rates, keep your KYC current and never share your login.
Misuse of customers' documents
Delete scans after the work is done and never keep copies of ID documents.
Tips from the trade
- Being next to a bank or tehsil office matters more than the size of the shop.
- Keep a board listing every service and its charge; people trust a centre that shows its rates.
- Deadlines bring crowds: announce form dates in advance and extend hours those weeks.
